Next, there seems to be a difference between UserTemplates and PersonalTemplates.(Note: Yes this is a screen cap of 2013, but 2016 is essentially the same) With only a Workgroup templates location defined, no Personal location defined you will see a shared button Navigate to the Workgroup templates location, typically on a shared drive on your network that users only have read only access to.
That one is the default save location for templates. One, which shows up under File > New under Custom or Personal labels.
Word 2016 has two personal template locations. Depending upon where you installed Microsoft Office, the built-in Themes may be located in almost maze-like hidden subfolders! By default, this translates to these folder locations: Office 365 on Windows 10 Office 2019 on Windows 10 Office 2016 on Windows 10, 8, and 7. This opens the Word Options dialog click the Advanced link on the left side and scroll a long way down, then click the File Locations button 
To locate the Office Templates folder, open any Word document, click the File tab and then the Options link on the left side. Why do I do this? It may appear, and certainly Google will agree, that your template location is: ~/Library/Application Support/Microsoft/ Office/User Templates/My Templates
A short note so that I can remember, and you can find, the template location for Office 2016 on the Mac. Make sure you do this for each Office program.
